What advantage is the Republican Senate caucus getting from this man's bullshit?

Why hasn't he been taken behind the shed and given a smack upside the head? The US Officer corps is strongly Republican but this type of crap and, unless I'm missing something subtle, will lose them support in general and amongst the military in particular.
