When Harper's government amended the Canadian citizenship guide to include such things as "Woman's rights", age of consent, no female genital mutilations and other aspects of Canadian culture, it was derided as being "unCanadian". The reality is that for the most part, a lot of the people coming to this country do not understand these principles. I have lost count of the number of time that a Muslim male has told me that I should not allow my wife or daughters out without permission or unescorted. These guys see that the "rights" should only apply to them and not females.

We will have a lot less problems with immigration if we had a better sieve at the entrance, you are not going to get all of them, but you make them very much a minority. Have them sign and understand what they are signing:

Women have equal rights as men

Islam has no legal standing in Canada

No FGM

Religion is a personal freedom and if your wife, daughter, son chooses not to follow your current religion that is their lawful choice

English and French are the official languages of the country and you are expected to learn one of them.

Funding a organization deemed as a terrorist entity/supporting agency is illegal and can and will make you ineligible to remain in Canada

Being convicted of serious crimes (list here) Will have you deported at the end of your sentence

Plus any other good ideas. Make it painfully clear at the beginning of what is expected of them. Better for us and actually better for them as well.
