Funny I wonder how a large business/ corporation works when a person who does not know the job runs the show.
Companies actually do hire board members and executives from other fields. And it can pay off spectacularly. For example, Apple famously hires a fashion executive with zero experience in electronics to design their retail strategy. Their stores are now some of the highest grossing stores per square foot around.
Advocating is one thing, understanding what you are advocating for is for more important. For most staff Officers it is another check in the box until they move onto another job elsewhere. How much knowledge and passion goes into what they do.
Kind of like having the Airforce Pilot advocating for more Infantry, yup we need them to dig our trenches for us during WASF exercises.
You see it as ticking off a checkbox. Most of see it as learning what others do to ensure that officers have a broad understanding of the institution as they go up in rank.
On the topic at hand, EW was ignores institution wide. That's why there's a 2 leaf there. They aren't there to be the EW expert. They are there to make sure the EW experts are listened to.
I know PS who wouldn't work on the weekend when that is what was required of their job role.
How are those people doing in Quebec who do the distribution of parts along with QC etc. I think they are contractors not PS employees.
It's unfortunate that you had that experience, but procurement is a lot more than what QETE or NDQAR does for parts, which itself is not relevant to buying new kit (the topic here). And yes, that will have to be fixed. But again, policy more than people. If those organizations had the budgets and authorities, somebody would be there on the weekend to make sure incoming items are actioned immediately.
