They bitch and moan (and threaten) when countries sell weapons to Ukraine— this was a sale not a gift.
They consider any Russian Arms dealings to be an internal matter.

Speaking of North Korea, there's been lots of rumors about Ukraine possibly going after targets in Siberia soon.
The more plausible ones I've seen:
The Friendship Bridge, which would sever Russia's only rail connection with NK
