Do you think published solicitation documents are the same thing as projects? Or that projects don’t exist until they have something published? And that once the solicitation is completed the project is over?
 
It's funny that you lump Canadian business in with "the world".

Our biggest business are those famously innovative grocery stores and banks and railways and telecom. All well protected from foreign competition and all who massively underinvest in productivity relative to G7 peers. Let's not pretend that Canadian business are some paragons of innovation and competitiveness.

If you read down further on what i posted I stated over 100,000 projects are performed yearly by DND. Instead of copying one part or reading one part. I will see if I can go back and highlight it.
That means more than one hundred thousand projects of all sizes and price.

Solicitation is the final stages sometimes the beginning stage depending on who is doing it.

You said 100,000 contracts. A contract is not a synonym for project.

If you start a project with a solicitation, you are going to industry before you know your needs. If you end a project with a solicitation, then you have no fielding and implementation.

How many projects does The Military have going on?
I would say most projects usually end up with a contract of some type.

If you want to account for every project then I would include the Troops sweeping the floor as that is techically a project that the military has planned for.

In all seriousness if one looks all all official projects it will be in the hundreds of thousands. Many will be multi year small on going. Some will be short term, others may be medium.

You must know the number so please share?
 
I did not say on graduation. That Athabaskan MBA can launch your career, where you can climb to the top with little to no actual workforce experience - or any experience outside that initial job (that will get you the leadership of the CPC tho... 😎 )

My experience with "top consultants" had led me to the conclusion that they are top because they are best at billing. Those with actual experience are more likely to be in Advisory roles....

FInally, consultants suffer from an LPC problem over the last 10 years - all about plans and never about execution. Consultants in the most notorious of the big firms (ie all of them) don't execute because that kills their own business. Politicians don't execute because it is harder to do than to say....

If you execute you may not meet your KPIs and that would be a career killer.

If you mean major and minor capital projects and even projects categorized as miscellaneous requirements, per the Defence Services Program definition, the number is most certainly not hundreds of thousands.

Internal to DND, the Capability Initiatives Database (CID) most likely has a fraction of the number of projects that you state; externally, there are even fewer projects listed on the Defence Capabilities Database (CDB) website, that meet what many would consider ‘projects.’



If your going to include every procurement expenditure down to L3s/L4s, then 100K+ or buying things could be a valid claim.
 
One project might include a dozen different contracts, perhaps one for project planning, another environmental impact, another asbestos removal, another for HVAC, and one for actual construction.

CID has been deprecated for several years. Replaces by a SharePoint site that's got the same data quality issues, but at least isn't a janky Access database in the backend.

Update: Doug Guzman emailed all staff at the Defence Investment Agency today to state the he will be staying on, roughly two weeks after the reports of his pending resignation. I wonder what changed?

 
Could be I guess? Bill C-31 is in HoC committee and is the operative legislation for the defence procurement reforms, so legislative amendment is already underway.

Lots of legislation is reliant on regulations to implement. We are 13+ years on waiting on some regulations for the NDA.

Yeah but the government doesn’t really give a shit about those. We’ve seen the new crew can move pretty quick on some stuff if they’re of a mind to. I think we’ll see their majority leveraged to ram priorities through in the fall session.

Passing legislation and trusting the bureaucracy to execute is not a sound way to advance, based on past performance.

MND calling the DM and CDS into his office, letting them know that this is overdue, that the RCN rank change is five years overdue, that the QR&O renaming is also overdue., and that they'd best have it fixed in two weeks or both are walking the plank would be a very positive bit of progress.

And a strong encouragement to others at the DM and equivalent level to up their games.

Plus the CPC might not fight to hard on defense procurement stuff.
