So I have a flag party for Remembrance Day made up of 6 Cadet flag bearers, 1 French vet with a Tricolour and a Cadet Flag Party Commander.

National flags are:
Maple Leaf
Union Jack
French Tri-Colour

Other flags are:
RCN Ensign
UN Flag
City Flags (2)

They start out in two ranks on either side of a pathway, which the parade marches through onto the cenotaph.

Flag party then marches on with left rank wheeling left and right rank wheeling right. then turning to face cenotaph

After the ceremony flag party reforms two ranks and marches off to form up on the parade and marches back to the armouries past a saluting dias

As I understand it the flags should look like the following when marching in Column:

Commander
RCN Ensign Maple Leaf
UN Flag Union Jack
City Flag Tricolour
City Flag

I did review Manual of Drill and Ceremonial (A-DH-201-000/PT-000) and this is my understanding. Any help or advice appreciated.

I think you have the order a bit wrong. I believe it should be the fol as the order goes right to left, front to back:

Commander
France-----Canada
UN---------UK
City Flag---RCN Ensign
Empty------City Flag

Precedence is Canada Flag on the right as it is the superior posn, Other Countries by Name, International Organizations, Institutional and Military, Municipal flags.

AI says:
Here is the breakdown of why the RCN Ensign sits at Rank #5 (Row 3, Marching Right):

1. It is a Service Flag, Not a National Flag
While the RCN Ensign contains the Maple Leaf in the canton (top-left corner), it is classified as a service/organizational flag, not a sovereign national flag. Therefore, it must yield precedence to all sovereign nations (Canada, France, UK) and global governing bodies (the UN).

2. National Defense Outranks Municipalities
The RCN is a federal institution representing the Crown and national defense across all of Canada. In the hierarchy of Canadian flag etiquette, a federal or national-level service flag carries greater jurisdictional weight than a local city government. Therefore, the RCN Ensign must be placed ahead of any municipal or city flags.

3. Order Within the Military Itself
If you were parading other branches of the Canadian Armed Forces alongside it, the RCN Ensign would also have its own internal rank. In Canada, military service flags follow the historical order of senior service creation:
  1. Navy (Royal Canadian Navy) — Senior Service
  2. Army (Canadian Army)
  3. Air Force (Royal Canadian Air Force)

I didn't see it in the Manual of Drill and Ceremonial (I just skimmed it, I may have missed it) but the government of Canada does have direction on precedence Order of precedence for flags — Quick Reference - Canada.ca

The order of precedence for flags in Canada

  1. The National Flag of Canada;
  2. The flags of other sovereign nations, in alphabetical order;
  3. The flags of the provinces of Canada, in order in which they joined Confederation;
  4. The flags of the territories of Canada, in order in which they joined Confederation;
  5. The flags of municipalities/cities;
  6. The flags and banners of organizations;
  7. Historical flags.

  1.
The way I read it:
France Canada
City UK
City UN

Which leaves the RCN, and I am not sure where to stick it.
