I like the French FDI frigate if we are getting something off the shelf but built in Canada:

I used to live on Base in Shearwater near the Jetty and once saw three US nuke submarines docked there so yes plenty of room to move the subs there. Just need to move the sailing club out to make more room.
The South Koreans said they could provide the first submarine by 2032 that is seven years from now so I would think we would be able acquire new crews by then and keep training new ones as we get more subs in the coming years
The BC forest sector needs to invest in machinery so they can fill orders from other parts of the world and maybe the government can lend a helping hand to move them towards this.
