It may sound harsh, but not all officers ( let alone CFR's) seek the qualifications, duties, or education that will advance them to the level they wish to be, or had motivation to be at once they become an officer and realize they are middle of the pack. I am certainly not painting all officers...

Where can I find a supplier for the high collar tunic? And can we wear the Brit pattern tunic, or does it have to be the Can/US pattern? If needbe could I call Borden or ASU London (I'm in Souther Western Ontario) and order one from supply there?

I'm sure there were a few reasons. The official reason I've been told, and give, is that Mess Dress, though bought out of pocket, is still a uniform of the CF, regulated by CFP-265...blah, blah... The CANFORGEN was pretty specific. Command wants to increase the public image of the CF.
