Consider it akin to the making of the DotComs, or the smashing of all of them into CJOC, but with a superpower and not a small military like ours. Combatant Commanders are at times referred to as Proconsuls due to the influence they wield in their respective regions - an Ambassador is responsible to the President for the diplomatic relationship with one country, but the CentCom Commander is responsible to the President for the military relationship with 40 plus countries.
AMERICOM for everything North & South America, International Command for everywhere else, and Support Command for a few capabilities including space & cyber. That would be a major consolidation of HQs.
Its being billed as a way to reduce GOFO ranks, specifically 4* positions, but some of those positions are not reducable based on the scope of the command - e.g. SACEUR/EUCOM Comd can't be reduced to a 3*.
Retired Captains are really no better than retired Corporals to strategically oversee a defence department … they may even be worse if they believe the commission somehow gave greater institutional insight from their tactical level career.
