VCDS is the bureaucratic face of the CAF with the central agencies of government (PCO, TBS, Finance, PSPC, ISED...)

It's an institutional leadership role, not a command role.

NWOs as a rule do not fare well in institutional leadership roles, as they require skills not prioritized in RCN progression models.

VAdm Topshee lacks force development experience and lacks experience engaging with central agencies - both key elements of the VCDS portfolio.

I hope he will be successful; but I have my doubts.

At this stage the RCN tartan cumber bund and bow tie have blanket approval for all RCN DEU pers, like RCAF tartan for members in RCAF DEU.

I just checked the RCN and CAF dress instructions and I don't see it in there. But I agree with what you said above. I am willing to be proven wrong.

The VCDS very much has to have that skill.

CAF leadership views strategic horizons measured in months. The VCDS is working on horizons measured in decades.

VCDS is not a command position. It's much more important than that.

It would help the VCDS immensely if the GoC came up with a foreign policy with objectives and timelines that the CAF (VCDS) could actually come up with plans and directives to set up the CAF to maybe deal with the world as it is.

Until that happens the CAF will continue to flail about trying to put out bush fires (F35, GBAD, UAV’s).
