What are you referring to as ‘projects?’
If you mean major and minor capital projects and even projects categorized as miscellaneous requirements, per the Defence Services Program definition, the number is most certainly not hundreds of thousands.
Internal to DND, the Capability Initiatives Database (CID) most likely has a fraction of the number of projects that you state; externally, there are even fewer projects listed on the Defence Capabilities Database (CDB) website, that meet what many would consider ‘projects.’
