    Not even that logical. Start with 31 in Southern Ontario, move more or less east with increments of one through Toronto, Ottawa, Montreal and Quebec City, but then flip Moncton and Halifax from logical progression, then 38 in Winnipeg, 39 in Calgary, and wind up with 41 in Vancouver.
