just stay out of the north end and youll be fine.  some parts of downtown are pretty bad as well but overall winnipeg is pretty safe.  check the winnipeg sun or free press (the 2 main newspapers there) online and they should help you out.

The difference between using batteries for a thermal image and IR glowsticks is about 3-4 microns (wavelength-wise). Im not sure what that means. ???

what about IR glowsticks?  arent they just as effective?  or can you not see them with night vision only IR goggles?
