The bigger issue is that by taking the initiative he was in violation of a number of departmental regs and potentially laws. The jails are full of people who claim to have had good intentions and initiative.

Agreed. My first posting was to Shilo and I had many visits to the RCA Museum. I got to know the curator at the time and was able to get a glimpse behind the scenes at some of the stuff they had no room to display. Fascinating for sure.
I've visited the Museum twice since I got posted here and both times I came away thinking "meh, no big deal". Parts of it were great but overall I wasn't too impressed. Just me I guess.
