I'm sure this has been answered before, but to answer your question, its quite easy to be posted to either Edmonton or Petawawa (as the military requires). At some point during your 3's they will ask for posting prefrences. But as everything else in the military, you will go where needed.

from my experience it is not an IRP move as the member is not at career status, or some such wording. Basically the member isn't trained so it is delt with by the base/unit bor. As my move to kingston's 'wonderful' PMQ's was done back in 06 thru borden's BOR, simmilar guidlines to IRP's move...
