Recognizing people in public and how everyone is dressed at said event are two different things. One should be an SOP, the other isn't as important as some would like to think.

In the last decade, almost every medal/commendation/promotion I have seen presented has been in operational dress - the only time I've seen presentations in ceremonial or service dress are for the odd ceremony. You may think it is the CoC that doesn't care, but in many cases soldiers don't care...

It's the same office managing both. Never understimate a predilection for the trivial buttons and bows when presented with the option space.

You'd be surprised how much time many soldiers don't spend on parade, and when they do parade, it's in operational dress.

Regiments/Corps will decide if they wish to include Patrols for wear as No 1C Semi-Ceremonial dress. I can't see why a uniform with even less utility than No 2 Mess Dress would be mandatory for members. Times are a changing....
