Well...I figure around 2k for a frozen, no dirt work involved, winter log trail. Take it down to allow single lane traffic and summer haul and it's around $5/km. That's a 6-8m running surface.
Now...build something that all season, full width to allow traffic to pass, and gravelled...

Lots of fires after school gets out in some areas as well for the same reason. Excitement and reality TV live.
I prefer to think of ways to provide meaningful hope for those kids to have a future instead of dwelling on why that's the only option they feel they have.

At 8% tax rate that is $472 Million to Alberta
At the previous 12% rate it's $708 million. Cutting $236 million in revenue will hurt any provincial budget.
