It was a fluke actually - I figured if the guy on the phone could see it then so could the office here. I was only going to convince them to let me SEE the decision on their computer, but the guy said he could do one better... and voila!

I went to the VAC satellite office here on base today. They were able to actually print out the decision letter and the payment authorization as well. I signed it and they faxed it then and there. I was told I would see a payment in 3-4 business days. It took a looooong time, but I am happy...
