There are a few civilian companies in Canada who have/had invested into EW and Drone tech. At the time the military balked at them. Now we hopefully those companies will pass on their experience and tech from their lessons learned.
Canada has a large enough manufacturing base across all fields to make things actually happen. Why we don't actually makes things happen in defence is the disappointing aspect. The question we should be asking is why we don't make it happen?

The downside of the budget is they do not have the money, expect things to be cut, downsized or ignored. My opinion is they do not expect to be in power for a full term and will hand this mess off to the other party. Then spend 4 years pointing fingers on why the budget does not work.

Depends on the way it was approached to them I guess. Direct response to natural disasters, maybe have local resources to respond to floods and such. Might be attractive if a province could become sovereign and directly collect and use their own taxes to pay for their own resources/ services...

Anything built for the Canadian Government has a higher cost, history has shown they will cost overrun, delay and cancel projects as they get going. For a supplier to tool up, manufacture they need a definite assurance their investment wont be negated by project cancellation or interference...
