Considering that LEED is a high end decoy being actively developed by the US Navy to replace NULKA and given the fact that the RCD is a fair distance away from commissioning, I think its entirely fair to expect this system to be ready at that time.

It's also something to consider as well that the launcher might not be dedicated to one system, but more of a generic soft launch system for various items such as decoys and even hard kill drone systems. It's fairly sizable and present on both sides, that's a hell of a lot of decoys alone.

RAM mostly, maybe the 30mm guns to some limited degree, and presumably whatever is in those mysterious box launchers. Phalanx has a very spotting track record of actually protecting ships against proper threats, so losing it really isn't much of a loss when its replaced by what we have aboard.
