EMPLOYEES at CFB Borden are being harassed, intimidated and sidelined for raising concerns about questionable spending on base, several sources have told the Sun. "There's a problem here at Borden," said one source, who did not want to be named for fear of reprisals. "Ethical people are being gagged, shut down, intimidated and persecuted for doing the right thing."
Those allegations are mirrored in an anonymous letter that was sent up through the base's chain of command last November and has prompted an ongoing investigation by the military's National Investigation Service (NIS).
The letter, obtained by the Sun, alleges "severe mismanagement" within Rations and Quarters Support Services (R&QSS) and claims that "key corporate staff have been taken out of responsible positions in order to facilitate the corruption." It also claims that "staff are directed to falsify reports."
MULTIPLE SOURCES
Multiple sources repeated those allegations, telling the Sun that at least four employees who've raised concerns about R&QSS mismanagement have been directly impacted: Two have lost their jobs; two have been demoted, sources said.
Lt.-Cmdr. Joyce Burghardt, who runs R&QSS, denied those claims, noting her unit works in concert with Borden's human resources department on all staffing. "We are unable to demote, or fire, or do anything without going through ... our civilian human resource office," she said.
While the NIS is supposed to be investigating the claims, Sun sources described the probe as a "sham," noting at least one employee contacted investigators and offered information but was turned away. Many believe the NIS was only interested in determining who wrote the anonymous letter.
