The concept of 'sanctuary city' varies depending on who is defining it. It can range from unquestioning acceptance and support of non-status or undocumented residents, to outright non-cooperation with federal authorities and refusal to enforce federal laws related to immigration, and points in between.

In which case the Federal authorities should cut off any financial aid and arrest the mayor and city council. Just my opinion.

Perhaps. I don't know if any Canadian city is at that extreme end of spectrum, but I don't really know the landscape.

People can be arrested if an offence is made out. I'm not sure being non-cooperative or turning a blind eye is illegal.
 
With a Municipal Police force, the city can say; "We are not allocating any funds to support Federal policing on these matters. You will not assist or impede Federal Police in this regards" . That effectively makes policing of this very expensive and hard for the Feds. BC under WAC Bennett did the same for almost any Federal regulatory agency, who received no assistance from Provincial agencies for years. Same happened in Alberta.
