Translated from French, because strangely there isnt a english press release yet? Usually reminder of innocent until proven guilty.

December 11, 2025 – Ottawa, ON – National Defence / Canadian Armed Forces

On December 10, 2025, the Canadian Forces Military Police, specifically the Canadian Forces National Investigation Service (CFNIS), arrested and charged Master Warrant Officer Matthew Robar, a member of the Canadian Forces Intelligence Command, with several offences under the National Defence Act (NDA) and other laws.

The arrest and charges stem from a joint operation between the Canadian Forces Military Police and the Royal Canadian Mounted Police (RCMP) Integrated National Security Enforcement Team - Federal Police Central Region.

The accusations are as follows:

  • One (1) charge of communicating special operational information under section 17(1) of the Foreign Interference and Protection of Information Act (FIPIA), in accordance with section 130 of the NDA;
  • One (1) charge of accepting to secretly communicate information to a foreign entity under section 18(1) of the LIEPI, in accordance with section 130 of the NDA;
  • Two (2) charges of contravening the regulations governing storage under section 86 of the Criminal Code (CC) and section 117(h) of the Firearms Act , in accordance with section 130 of the NDA;
  • Three (3) charges of conduct prejudicial to good order and discipline, in accordance with section 129 of the LDN;
  • One (1) charge of feigning illness, in accordance with section 98 of the LDN.

That is not good.
How serious is it? What could the sentence range possibly be?

Communicating special operational information

17 (1) Every person commits an offence who, intentionally and without lawful authority, communicates special operational information to a foreign entity or to a terrorist group if the person believes, or is reckless as to whether, the information is special operational information.

Punishment

(2) Every person who commits an offence under subsection (1) is guilty of an indictable offence and is liable to imprisonment for life.

“The investigation began in 2024” , that’s an incredible amount of time to pass before being charged. And when did the unauthorized disclosure actually occur? How long was he faking a disease? Can’t wait to see the news coverage.

As well S98.

Every person who is guilty of an offence and on conviction, if he commits the offence on active service or when under orders for active service or in respect of a person on active service or under orders for active service, is liable to imprisonment for life or to less punishment and, in any other case, is liable to imprisonment for a term not exceeding five years or to less punishment.

I think the charge sheet may be a matter of public record; $5 and an ATIP request would let you know for sure.

These cases are usually quite complex and it is normal that they move slowly.
