Its sounds me like he is accused of letting his zeal in support of Ukraine war efforts get the best of him.

Military prosecutor Major Max Reede told the court Mr. Robar is not a flight risk and was “not motivated by personal or financial gain or to cause harm.”

That's a pretty shitty accusation with very little publicly available, but what little there is points to that not being the case. I think you can do better than that.
