When I was a wee sprog , we always figured that if the balloon went up. All we'd have to do is ask our good buddies to the south to let us help ourselves to some of their stockpiles.
Wishful thinking is not a viable strategy.

I suspect that a lot of senior staff and government officials of Canada and other NATO countries had a similar misconception.
