Can Permenant Residents Enlist into the CA forces?

I saw on one CA site that it was citizens only but I could have sworn I saw on another that PR were allowed to enlist. Is it reserves only? Does anyone know for sure (links maybe?)

Citizens are the only ones allowed to apply. You must bring proof of citizenship to the CFRC with you.

Also the entrance requirements for the reserves are the same as for the reg force. The only difference is the time commitment required.
