Canada adding to 'tragic' conditions of Palestinians: UN official

Canada is partly to blame for allowing human rights for Palestinians to deteriorate to a new low, a UN rights expert says.

John Dugard said Palestinians are subjected to "tragic" conditions in Gaza and the West Bank.

He criticized Canada, Israel, the U.S. and western European countries for cutting off funding to the Palestinian Authority after Hamas' victory in legislative elections in January.

Those countries have said funding will remain unless the militant group renounces violence and recognizes Israel.

"In effect, the Palestinian people have been subjected to economic sanctions — the first time an occupied people has been so treated," Dugard said. "Palestinian people are punished for having democratically elected a regime unacceptable to Israel, the U.S. and the EU."

Dugard said Israel was largely responsible for the "intolerable" situation for Palestinians, three-quarters of whom depend on food aid. He also blamed its military incursions and tough roadblocks for preventing hospitals from having enough electricity and for damaging or destroying numerous schools and houses.


"Gaza is a prison and Israel seems to have thrown away the key," Dugard said. "A serious humanitarian crisis prevails in the West Bank."

Dugard said the situation is worse now than at any other time during his mandate. He said Israel's reaction to the kidnapping of a soldier in June led to the deaths of more than 100 civilians and the wounding of many.

"What Israel chooses to describe as collateral damage to the civilian population is, in fact, indiscriminate killing prohibited by international law," he said.

But Itzhak Levanon, Israel's ambassador to the United Nations in Geneva, said Dugard's allegations were "one-sided" and he described the situation as "over-simplified."

"This report is characterized by errors of omission as well as distortions of both fact and law," he said.

Because the Palestinians don't bear ANY responsibility for their own circumstances...

The only thing that was required for the $$ tap to be turned to ON again was for Hamas to say... YES, the sovereign state of Israel exists and has a right to exist.

Fatah and the PLO recognized that fact and dialogue existed...
but so long as Hamas is prepared to kidnap Israelis, terror bomb, attack IDF positions,  things won't get any better.... and you can bet $$ on that.
 
come now, fellas. All HAMAS wants is to have billions of free dollars and free reign to slaughter every Jew in Israel, without interference.

Wait a minute - we contribute to their plight because we don't choose to fund a government that was elected on the platform of wiping another state off the map?  Tell me again why it is our responsibility to fund the Palestinian Authority?
 
Gee...I wonder who is NOT stepping up to the plate?

If you want everybody to work for the state and have a bloated bureaucracy, all on the free world's nickel, then start abiding by basic premises. Maybe when the Palestinian people get real tired of not getting a paycheque for little or no work, they will do the democratic thing and elect a government, not a terrorist group

So we are supposed to fund a regime we don't agree with and don't like. Well personally I wouldn't loan(let alone give) money to someone I didn't like so I guess it makes sense to John Dugard to do so on a larger scale.

Funny how AQ, et al, pretty much all state the 'Palestinian Plight' as being their primary (or at least a major)impetus for fighting against the west. They then raise unknown millions of dollars from donors and sponsors (including substantial sums from various states) all over the world, ostensibly to kill and maim westerners/Jews (but more often, fellow muslims).

And yet none of them have been able to pony up any cash for the Palestinian authority's relatively manageable deficit ($400 million or so).

"We can't help you pay your doctors, 'police', civil servants, etc, but if you want to kill yourself and as many civilians as possible to illustrate your plight, we've got your expenses covered, plus some money for your family."

The 'Militant Islamist' block had a major chance to put their money where their mouths are, and maybe gain a shred of credibility. But took a pass instead.

As far as assigning ANY blame for this situation on Canada, anything I have to say about that is just going to get *********** -ed out anyways.

Maybe we're too busy putting our money (and troops) where our mouths are in Afghanistan (to the tune of $400 million in non-military expenses this year alone, or $1.65 BILLION total).

Gee, my 2 year old is getting the concept now that decisions have consequences (not all the way there yet...).  Wouldn't it be great if the Palestinian electorate and UN busybodies were able to grasp the same thing?
 
Funny about how bad our lack of presence is in that part of the world, when I heard a CBC Radio piece about a program, partly funded by CIDA, where young women are being trained to be lifeguards as a way to get them into not-the-usual female jobs in Gaza.  Seems they wanted to set up a program to train the women, but they had to look elsewhere when the mullahs in the area DIDN'T WANT WOMEN TO BECOME LIFEGUARDS!  Also, lotsa restrictions on how they can dress, too.

I guess the Hamas alternative is better?  Riiiiiiiiiiiiiiiiight....
