HASC and SASC had already been threatening the USAF over the zero E-7. They are supporters.

The fact is one needs redundant systems.
NRO will tell everyone that they (and Space Force) cannot do everything when it comes to imaging and communications especially in contested environments.
 
It hasn't been announced. There is a specific line in the documentation that says this relationship doesn't constitute a purchase. It's essentially an agreement to give us a look under the hood.

Of course who's kidding who. This will probably lead to a purchase.

This is mostly standard pre-contract boilerplate. Most major acquisitions have similar language when the winning candidate is selected.
