if you were a trooper in the Army Manitoba in the 1940‘s, would you have gone near Buffalo, NY area? Why?

Two possibilities come to mind:
1 He was a Canadian citizen who happened to be resident in the
US at the time of his enlistment.
2 He was a US citizen who chose to enlist in the Canadian army.
This is more likely if his date of enlistment predates US entry
into the war rather than later.
