....The Canadian Air Transport Security Authority (CATSA), a Federal Government Crown Corporation, intends to enter into contract with Booz & Company (U.K.) Ltd. for the provision of advisory services in optimization of human factor aspects of aviation security screening.

The Canadian Air Transport Security Authority (CATSA) intends to enter into a sole source contract with Booz & Company (UK) Ltd. for the purpose of procuring a roadmap of priorities and associated studies based on a review of CATSA’s operational screening officer baseline performance, current issues and supporting evidence, and the vendor’s own review of leading practices to direct future efforts in order to maximize improvements in security system performance. The study will consist of:

•Review of CATSA’s current issues and challenges (team structure, security protocols, scope of duties, task allocation, trends in passenger behaviour, etc.)
•Analysis of evidence and operational performance data (staff numbers, compliance assessment scores, retention rates, certification test rates, threat detection performance, etc.), to determine any patterns and/or anomalies
•Identification of leading practices from regulators, airports and analogous domains to assess potential human factors based initiatives and to evaluate them on an informed basis with consistently applied criteria
•Analysis to provide specific insights, metrics, and recommendations for where future efforts should be targeted including a set of prioritized activities to deliver change and improvement in checkpoint and hold-baggage screening
•Development of roadmap for each initiative identified including a detailed programme which maps to key priorities and activities.
•Development of a programme of practical interventions that can be trialled and implemented ensuring that all necessary factors are in place to facilitate a successful trial (staff awareness, sufficient training, etc.) and that measures are in place to evaluate impacts on security performance, operational performance, motivation and culture....
