I think it is a general sense that Chinese citizens will act with impunity while abroad, if they get even half a chance. They likely get that from their political leadership.

To be fair, they aren't the first to be accused of arrogant behaviour while abroad.

Not sure what local corruption in France has to do with Chinese state. Are we just hating on all Chinese people now?

From what we saw in Brussels, Chinese nationals staff the tours and it is Chinese companies that own and operate the buses.
