The article talks about equipping all 11 of the army's divisions within five years. It is noteworthy that there are 11 active army divisions but also another 8 ARNG Infantry divisions not mentioned one way or another.

A fiscal issue? A predictive one on what divisions the US will or will not deploy in future?

It's my arty background. We lived on double checks and backup systems. It was taught as part of our training and we exercised system failures just to stay competent. There's a number of anecdotal situations in Afghanistan where something or other electronic would fail or be U/S waiting parts or a TAVs.

I'm hardwired to pessimistically expect that everything complex will fail at some critical point. And then there's deliberate sabotage or external attack. Just yesterday much of the UK's air traffic system crashed for four hours resulting in 2,000 flights cancelled because of some spurious flight data entered into the system by a UK military aircraft.
