It would be pretty tough to live on base as a reg force sailor, as after training they want you out of the accomodation to make room for new trainees. There's some MS and below accomodation at Naden, but it's mainly for reservists on long term contracts or more senior types here on course or imposed restriction or posted in and looking for somewhere else to stay. I'm not too familiar with the total accomodation setup in Halifax aside from A-block. Paying for rations is also pretty expensive these days - we get paid enough that I can't see too many reasons to live on base.
If you are really in desperate straits you can live on the ship, but man. I know a couple of guys who were in really serious finiancial problems who lived on board for a while. They do deduct rations, and of course you don't get your post living differential. (and yes, I know not too long ago guys lived on ship as a regular occurence - "When I was on Training Squadron...")
