Could anyone tell me what kind of expenses, if any, are deducted while at sea?  ie rations, etc

You're in luck my friend.  Scran is free and you get Sea Duty Allowance (basic rate $274/month) when you're posted to a ship.
 
There's always the canteen and Iron Lung to rob you of your fortunes


Anyone care to shed light on this "Iron Lung" you speak of?  I've applied for NES OP and am just waiting for the reliability check to come back before being "merit listed".  I can't get enough of this new Navy terminology!
 
McPhee, "Scran" is food. 
In addition to Sea Duty Allowance (SDA), if you happen to be a diver, you will also get Diving Allowance if you are part of the Ship's dive team.  Current rates are:
less than 3 years $120
3 years or more $179
6 years or more $217
If your ship happens to go on a deployment, each deployment has different allocations of funds that will augment or replace your SDA.

With the money I save at sea (between food and gas), it almost makes me wish to stay there longer.  Note I say almost lol.  Now the foreign ports on the other hand, that's where the money goes  ;)
