Admin staff for CF clinics are generally hired through the Public Service.   Some temporary help is sought through agencies or through the civilian contractors like Calian.

She gain her employment 5 yrs ago from the base human resources office, after an open ad at the employment center.

It wouldn't surprise me if there are.  It seems there's almost as many civvies running around Pet as there are soldiers....... ditto for overseas between PSP & CANCAP......................
