Hello;

I have a friend who is a member of parliament in a third world (but still commonwealth) country.  His son is interested in becoming a military officer and would like to receive some initial training outside their own country.  He's asked me if there's anywhere in Canada where his son could receive training.

Does RMC accept foreign students?  Is there anywhere else in Canada that provides this type of training that is open to foreign students?\

Any help you can offer is appreciated.

I would think it unlikely.

It isn't a wise investment of taxpayers money to train an officer who will never serve your country.

The only foreign students I've ever seen at RMC are those who come on exchange, and they are already members of the military academies of their own countries.

CMR had a program going a couple of years ago which consisted of students from various nations (Ukraine, Turkey, Jamaica, etc) going to school and doing summer training (CAP, Inf phase trg and I think some even did AOC) and other courses.  Your best bet may be to contact CMRSJ admissions and they could give you more info.

There were a few Afghan's who spent a couple of years at RMC not too long ago.

RMCC - Eligibility and Application Procedures

In order pursue undergradudate studies at RMCC, you must meet certain eligibility criteria.

These are:

Be a Canadian citizen, or authorized by the Canadian government;

Possess the required academic programme prerequisites or qualify for mature student status; and,

Meet one of the following conditions:

-Be an applicant for the Regular Officer Training Plan (ROTP) or the Reserve Entry Training Plan (RETP); or,
-Be a member of the Regular or Reserve Forces and have completed basic MOSID (Military Occupational Structure Identification Code) training.
-CF members who have not completed their basic MOSID qualification may apply with the written recommendation of their Unit or Formation Commander; or
-Be honourably released from the Regular or Reserve Forces; or,
-Be an employee of the Department of National Defence (DND), or other Federal government department, or
-Be the spouse of a member of the CF.

Individuals who do not meet these eligibility requirements for admission to RMCC and who wish to pursue RMCC's Certificate Programmes or specific individual courses offered by RMCC may apply as 'interest only' students and may be accepted, on an exceptional basis, provided there is space available and their admission serves the aims established for RMCC, the CF and the Government of Canada.

That said, he might wish to contact The Registrar.

His CoC / father should contact the Canadian Embassy in the country that is son lives in and that he is a MP in.

They will contact The Directorate Military Training & Cooperation in ADM(Pol).

Although RMCC is not currently a listed training opportunity, anything is possible if it meets the DMTC mandates and is a tier one (or maybe tier two) country.  See the list here: http://www.forces.gc.ca/admpol/MTCPmembers-eng.html
