20 million users in the first 3 weeks. It is awesome, I love it, but unfortunately it's not very established so there's not much activity... yet.
That is why I am here to push this on you all like a fricken Mormon.

Briefly, let me explain the circles thing, because it is soooo much better.
Instead of "adding a friend," you add a person to your circles. I currently have a list of circles such as Friends, Acquaintences, Inner Circle, Family, Coworkers, Women (hey, it's nice when they're all in one place...), etc. If I wanted to add someone, I just put my mouse over the "add to circles" button by their name, and click which circles they apply to.
Then, when I go to post things, pictures, wall posts, articles, etc etc etc, I can just select which circles I want to be able to see it. That way, my post about how all my coworkers are idiots don't get seen by my coworkers, or how my family is a bunch of looney tunes doesn't get seen by my family.
g+ is just better in general anyway, but yeah. Check it out!
And, I will now make an "Army.ca" circle, and if you want to try g+, post your email, and I'll send you an invite. I don't mind doing this since the security settings are so good with g+
Or you can just use this link https://plus.google.com/i/wGdfv62vp6Y:-W05XIjKshU
