Perhaps not, but the citations for Col Lewis, Cdr Hawco, LCols Brennan, Conrad, Hetherington, Keiver, Lanthier and Patterson and Majs Bisaillon, Gasparotto, Ivey and Lussier sure look a lot like the DSO and OBE citations which accompanied those awards to Canadian COs and staff branch heads in the Second World War. They refer, for the most part, to very general (albeit exceptional) levels of) leadership, professionalism, tactical acumen, etc, etc, etc.
I'll reserve my judgement until I see a few more lists, but it is not a bad thing to cite senior officers for exemplary leadership and tactical skill; it creates a "normal high standard" for other COs and senior staff officers.
