Help identifying a photo

My brother and I have been going through some of my Dad's stuff and came across this picture and I'm curious if anyone can help identify what the group is and any of the folks in it.

It would have been taken sometime in late '71 or in '72, based on when we arrived in Lahr (August '71) and the fact that my Dad (standing far right) is still a major. I'm guessing it was taken in Lahr but with all the NATO flags behind them, maybe Brussels? Given that neither the commander of the CAG nor the Brigade is in the picture, perhaps it's all CFE HQ?

Other than my Dad, the only people I can identify are the Commander CFE MGen Bill Leonard, and sitting to the left of him in the picture, Rollie Barnes, who must have been AJAG at the time, but soon to be promoted and become Senior Legal Advisor Europe. I think there may be another couple of JAG officers as well.

The LCol (with pilot wings) seated to the general's left looks like Paul Manson (later to be CDS, '86 to '89).
