Yes, the monitoring can be done remotely but resolving injected problems requires hands and feet on the spot. If an adversary took a 'distributed stuxnet' approach to infrastructure dislocation, each implemented attack vector would need to be diagnosed and resolved on a case by case basis. The complexity scale is only limited by their imagination and ability to populate terror cells. One line may have derailment wedges attached. Another electrical error devices. A third pennies in sensors. A fourth some pipes they took from a dumpster. As the campaign escalates its reasonable to expect explosive ordinance to be associated with each attack. A smuggled grenade or homemade pipe bomb to injure repair crews. An acid spray to blind electricians. And the list goes on. The only genuine solution is to treat national security as a whole of society effort and have genuine popular support for the defence of the realm. Anything else is accepting defeat before a shot is fired.

Commercial enterprises will need to manage additional security costs, governments will have to decide how much to subsidize those costs by supplying either tax incentives or direct government services. The population will hsve to decide if they want to pay the additional cost of goods and services, pay more taxes or supply sweat equity.
 
Absolutely. We are wading into the blood ocean of world war. At present we can still touch bottom and have the ability to drag ourselves back to dry land. If NATO is uncomfortable with the sacrifices needed to deter low level terrorism, we will never be able to form the consensus necessary for open battle. It is strictly the responsibility of our elected officials to make the case for mobilization and sacrifice. If they fail to do so, it is better to admit non-engagement (defeat) from a position of relative strength with political off-ramps available, than after a few million casualties and civil collapse. Anyone who thinks they can 'trick' people into fighting really needs to read the room of popular support and get their head straight before they end up out of office and at the mercy of people who hate them.

German security authorities have identified with a high degree of probability a Belarusian citizen and a Russian national linked to the country’s military intelligence services as the main suspects in the August drone attack on the Leipzig-Halle airport, according to two senior German security officials and confidential documents seen by Welt.

Welt, which like POLITICO is part of the Axel Springer Global Reporters Network, has reviewed confidential investigative files that have not previously been made public and spoke with four senior security officials from different federal and state agencies. The officials, like others cited in the article, were granted anonymity because they were not authorized to speak publicly.

German agencies involved in the investigation include the Federal Office for the Protection of the Constitution, the Federal Criminal Police Office, the Federal Intelligence Service and other German agencies.

Latvian troops stopped at least 20 migrants attempting to cross from Belarus this week after armed, masked escorts threatened soldiers and pushed the group towards the frontier, officials said.
