If you have a P&S application and its at step 3 does that mean its approved to an extent?

A lot of claims that I have had have been put on hold at stage 2 for additional info, or denied at stage 2. I have a P&S at stage 3.1, it was for an injury that was at the gym so I was not entirely sure that VAC would consider that related to service. Anyway, if they did not believe it was related to service would I be refused at stage 2?

I tore my ACL and LCL and had my ACL surgically repaired. Later on, I had a bone graft taken from my R Knee which caused my R knee to act up. The bone graft was from a service related injury that I have entitlement for. My application was primarily for that the bone graft aggravated my R knee and I have daily pain. They have relabeled my claim as "Internal Derangement Knee". When I look that up it shows that it is usually due to a torn ligament. I never put the claim in for my ACL/LCL.

They relabel any knee injury to that, makes it simpler to identify.
 
I've had claims before at Step 3 that were eventually Denied, unfortunately. I always Appeal though which usually ends up Favourable. The only downside to having to Appeal is the excruciating long wait.
Long story short....if you already waited a year and a half for a VAC claim that got Denied, you will be waiting another year and a half on top of that. So in total it's 2-3 years wait which is goddamn pathetic. I am currently waiting on a Statement Of Case (SOC) for my Appeal that was Registered with VRAB last May 2024 and they told me I won't be getting a Board hearing date until 12-18 months!
