Since this assembly model would require partial mobilization, we are back to the large, static, defensive formations problem I mentioned earlier. The parts, people, and plans would need to have access to on demand security so any attempt to steal semi-completed components could be met with instant roadblocks and search parties.

A rapid reaction force for alarms/security request could be brought out from their local homes/armouries in minutes to get drones overhead and search parties/roadblocks out to shut down movement. Aside from properties with direct ocean access, this model could scale easily as an interdiction threat for any non-official cover personalities who decide to snoop around a home factory.
Another benefit to the dispersion model is that supply chain upgrades/changes disappear into domestic traffic, it doesn't require any new power generation or industrial architecture, it keeps populations stable and prevents internal migration in search of work, and because people remain local their security concerns can be filtered through a neighbourhood consensus. It is much harder to justify access to a rural area than a major city. This squares the round workforce problem without sacrificing metadata insights that underpin threat models.
