Any sufficiently large opposition party or grouping of parties holds the balance of power. I wouldn't claim the NDP hold the balance of power for a CPC minority although people seeking to sow discord might frame it that way; the LPC might also hold the balance of power.

Right. But the 49 can always find among themselves some to work with the 55 if they want to sideline the "Arab parties".
perhaps. And then again it just might be the right time to incorporate a different voice in the government: that is if the others are astute enough to take the chance.
