Level III security clearance (Top Secret level)

I'm applying for my Level III and I was just wondering if you just go to any place that does passport photos for the application, or if you have to go somewhere specific

You need to submit a photo with an upgrade to Lvl III?  News to me.  What document is telling you to submit a photo?
 
I don't think so. I just updated my Lvl 3 in May, and unless the RPs had a photo of me laying around they didn't send one.

He's a reservist and applying for a new clearance. They need photos and fingerprints.

JohnTBay: Your unit should either have a photographer take them, or reimburse you for the cost of passport photos.

DPM Secur 2 requires three (3) passport sized photos of the applicant.  They must be signed by the person.

If the applicant is also a new Canadian, they will be asked to supply a copy of their Citizenship Certificate.

You may have noticed a red statement on your request to update that photos were not necessary, as they already had valid photos. 
 
Never saw that area highlighted. I do know that when DMSecure pers came to my parents house they wanted to see a photo of me that my parents held. Maybe to compare to the NDID 20 photos that DMSecure would hold that are extra to my ID card.

You will then have to complete everthing and submit it as soon as possible. 

As a Reservist with only Enhanced Reliability, you may be looking at a three year wait for your Clearance.  You will have to fill in the forms electronically and submit them to your USS.  If there are no problems, your USS will print them for your and his/her signatures, and submit them electronically.  The USS will submit the hardcopies with your signature and your photos by mail.  If you have a Citizenship Certificate, a copy should also be included with your hardcopies.  You will also have to be fingerprinted, as the MPs and DPM Secur do not share a common database for fingerprints.  When your OR gets a request for someone to see your Pers File, you will know that you are near the end of the application.  You'll still have to be interviewed by the MPs and then by CSIS.  Then wait.

Any delays or omissions in your submission only further delays your application, as does anytime they send it back for corrections.  As the process is slow, you may be requested to update your information, as to changes in residence, occupation, marital status, and currency of your references.
 
Regardless of whether it is a new application or an update or upgrade, always keep copies of your forms.  It will save you lots of heartache down the road when you are doing an update.  Especially so with TS clearances when you update every 5 years.
