JACKSON, Mich. - A Navy medic is being reimbursed for a $60 towing bill he received while he was helping perform CPR on a heart attack victim.

Moore, 24, who had just returned from Iraq, was driving on Interstate 94 on April 2 when he saw an ambulance parked on the side. He pulled over and comforted a woman whose fiance had suffered a heart attack inside the ambulance.

What I don't understand is why would the ambulance have stopped, unless they needed both attendants to perform CPR.
 
I know the protocol that is taught during JIBC is that when you are doing CPR and you have your AED or LifePak in place and you are ready to deliver a charge, you have to pull over so you are at a complete stop to minimize a paddle going flying that is charged and that the vehicle is fully grounded.  And yes it would take both attendants to bag him and to deliver the charge. 
That is my educated guess.  I mean it doesn't go into specifics of the patients exact state of health, but going on my previous experience, I would say that is where they were in their protocol.

When the rescuers learned of Moore's medical training, they asked if he would help administer CPR. He left his truck on the exit ramp and got in. The man died at Foote Hospital in Jackson.

In the meantime, Moore's truck - parked partly over the white line marking the side of the road - was deemed a travel hazard and towed.

Moore, now stationed at Camp Lejeune, N.C., said people have been sending cheques to his parents after word spread about the towing bill, but he plans to donate that money to veterans' charities.

Obviously the ambulance attendants didn't want the lady in their way while they were attempting to treat the victim -
Amb pulls over, they ask the lady to step outside while driver gets in the back to help attendant....
Enter medic Moore......

I don't blame the police for having towed the vehicle - it was on the ramp's roadway - it was a hazard & the policeman who called for the tow probably didn't know anything about the evacuation that was in process.... cause they would have arranged to have the car driven to the hospital otherwise.
 
I don't blame the cops for towing the vehicle either, I just thought it was nice that they gave him the money back.

As far as the reasons for the ambulance stopping, I guess I never thought of them.  :-\
