Where can I get cheap mod pouches in CADPAT or olive?

Wheeler's has them for not a bad price but there is better places out there have you searched google for modular pouches? ... sorry i didn't read that you wanted them for webbing.
Molle or all those wont work with webbing so you would have to use Velcro. I would try seals action gear.

Depends on what you want them for, and what modular system you want to use...
Best bet if you're only going to be using it for cadets is probably the old Canadian 82 pattern webbing, should be able to get a full set for $40-50 at your local army surplus store.
