The North Korean's think that we are focused on the middle east to the exclusion of all else. By launching a missile they can increase pressure on Japan, ROK and the US. In actuality it just reinforces the need for a ballistic missile defense umbrella that we can extend to our friends as needed.
 
Good ol intimidation, only works if no one has a counter method to it. Your probably on the ball with the umbrella getting bigger if N. Korea is going to try and flex its international muscle with the use of an IRBM.
 
Haven't they done this before? I recall a flap about a DRNK missile which actually overflew part of Japan on its way to a spachdown in the Pacific.

This is similar the the Chinese "testing" their rocket crews by firing into the Straights of Taiwan, particulary near international shipping lanes.......
 
Let them. In the last 53 years, North Korea has not attacked anyone, and for a good portion of them years, they where much more powerful then they are now (back in the Day when MiG-21's and T-72's where current, high end equipment, and they didnt have 30-40 years of service wearing them out, and when they had a superpower for an allie) They are just saber rattling and saying "leave us the hell alone"
