Asking for a friend, is there an actually anonymous way we can report an issue that’s causing anger and low morale on deployment? Because any trace of identity would cause severe career repercussions, as he has been told by many around him, the CoC there is also backing up and covering for the people everyone complaints about, even the SM there simply don’t care and says there’s no official evidence for their complaints.

This is about as close as you're going to get anonymous complaint submission.
That said, remember that there will be decisions, policies, days, bullshit etc. on tour that may impact morale and cause people to get pissed off. That is not toxic leadership, its hardship and folks will need to do what they can to build resiliency.
Now, if there is specific toxic behaviour that goes against the CAF Ethos and Code of Conduct.... Remember that no one CoC is untouchable, and our policies actively prevent reprisals against members who bring up justified grievances. If there is legitimate wrongdoing occurring, report it up and above if need be. A problematic CoC, also has a CoC that eventually goes up to the MND/CDS. There are also persons outside the CoC (Padre Net, MPs, CPCC) that can bring light on the darkest corners of bad leadership.
The CAF has gone to great lengths over the past decade to excise toxic leadership from the CAF like a tumor; I believe some of the bigger fishes up stream will want to know if there is an issue.
So, thinking long and hard on what was you just read: what is your next move...
