Negotiations in a time of war are not publicly acceptable (you cant talk to the guy that kill your soldiers in the field) and they must remain secret.

Since when...??

Negotiations were ongoing between opposing sides during all major wars of this century - not between national leaders buy definately between their representatives.

Indeed, but these negotiations are rarely known to the general public, they only become so after the war as ended. There are numerous reasons why these remain secret.
