Provincially, they need enough capacity to properly classify both inmates and those remanded so they aren't housing bikers and axe murders awaiting trial with someone who is doing short time for impaired fraud or something else non-violent. Ontario used to have jail farms but successive governments closed them.

to defend those successive governments: it was primarily the lawyers and human rights folks saying that we were taking advantage of the poor criminal by making him work. Couldn't have a con. doing brush clearance without paying him 15 an hour or more etc. Wasn't the govt. it was the judges that did working parties in.

Manitoba is the same way. Actually the axe murderer might be the most stable one.
